Thank you for submitting your item for appraisal. This appears to be a small watercolour by Jann Lawrence Pollard (Californian, b.1942 Iowa), depicting a house front with blue door and blue window shutters in France. The overall condition of the watercolour is good, no toning or fading at all.
Paintings by the artist are rarely offered at auction. The estimate is based on very few auction results. "Asking prices" in the trade can be higher and vary.
Appraisal would only cover the mat & framing costs. Not the art and shipping. I would sell this for $250.
