Thank you for contacting Mearto. This is a painting by Ei-Q (1911-1960). The corner says スギタ Sugita, which was the name he worked under at the beginning of his career. It’s strange that it is written in katakana rather than kanji.
Below are hammer prices of his works that I could find. There was only one watercolor. He mostly worked with photography and etching. Based on these, the fair market value is approximately between $1400 and $2000.
