It is a Red Sox bobblehead doll from the 40s or 50s. It is missing the spring that made his head bobble. It appears to be made of something like plaster of Paris. (That's what we caked it when I was a kid - not sure what the real name of it is).

It's hard to tell from the photos but I'm wondering if this could be paper mache or chalkware - bobbleheads / nodders were made from that during the 1940s-50s before plastic became the medium of choice. Unfortunately, the lack of the spring mechanism that gives these their name will, I'm afraid, negatively impact its fair-market (auction) value. If this were in pristine and all-original condition, it would have a value closer to $100-150.
