canvas16 by 20, in a cove-molded wooden frame 24 by 20 inches
CONDITION: generally good except for a small tear and patch repair in one sail (note: without this condition issue, the value on this painting would have been $300-500).

The $900 is a retail price; the values Mearto assigns are for fair-market, for auction purposes. 1stDibs is a retail website, so their prices are higher.
Presumably the tear was not in the canvas originally, and the patch would not have been there originally. It doesn't reverse the damage, simply stabilizes it, and would still be considered a repair.
What is Ruffo’s full name? Where was he from?
Is this an original painting?
What will the suggested retail price be?

Regrettably, there is not much known about the painter, so we don't know his (or her) full name, where he was from or when he painted.
This appears to be an oil on canvas, so as far as that goes, it's an original. Whether the artist painted it or someone else painted it and signed another name is impossible to say.
$400 is the asking price I have suggested; I can increase that to whatever you want it to be but it may not sell if you put too high a price on it.
If this is indicted as "for sale" and marked "public," it is already on our marketplace and people can reach out to you directly with offers.

What does the number M4396 mean on the rear of the picture.

That number is likely an inventory number from the gallery that handled this painting originally.
You should be able to print out this appraisal, which will have all of the information as to who did it (me), when it was completed, etc.

I thought it would appraise at around 900 plus like another similar one sold on 1stdibs or on your web site. The patch is not a repair. It was put there to prevent the tear from getting larger.
