This appears to be a vintage colour photo by James Walter COLLINGE (1883-1964) showing Santa Barbara Hills, signed in pencil lower right and dated (19) 38. Although this photographer is well known and well represented on the interenet, surprisingly the auction results are quite modest. The estimate is based on similar sold at auction in recent years. A resident of the Santa Barbara area might be willing to pay more than the high estimate.
