Santa is 3 inches high. It looks like he is made out of cotton batting with a painted plaster or clay face. His legs are like pipe cleaners. He is worn but sturdy enough to be on our tree again.
My dad had this on his Christmas tree as a boy, which would date it in the 1930s or a bit later.
