This is an antique 19th century handled machine and chase engraved serving tray that was a presentation piece for a silver wedding anniversary. The tray is stamped 950 /1000 Ballblack & Co. E.G&B. The initials are for the makers Eaton, Gordon & Bogert who were only in business in Newburgh, NY from 1856 - 1860. The tray was retailed through Ball, Black & Co which was known as the top jeweler and fine object retailer in New York City prior to the emergence of Tiffany & Co. 950 is a grade silver, however it is not sterling, which is 925. In the 1850s when Ball, Black & Co with competing with newcomer Tiffany & Co they switched to retailing 950 silver to distinguish their wares from Tiffany wares.
