Hi Sue,
I got an answer back overnight from the Arabic language expert I occasionally confer with. Rather than this being 'archaic', he says the Tugrah (Sultan's calligraphic signature) in the center is contrived, meant to look Ottoman without any bearing on historical fact. He sees this quite a lot on pieces meant for export to the Western Market where a fake signature would not have been detected. So, this is:
