Kish is +a city in Azerbaijan (in the Caucasus) and also the name of an island in Iran; I can't see on the label for this rug where that's specified, and it's clearly identified as having been "Made in Turkey." The term "Mashad" refers to Mashad (also spelled Meshed or Mashhad), a major city in northeastern Iran, in the Khorasan Province, and one of the country’s most important weaving centers. Carpet production there flourished particularly in the late 19th and early 20th century, though weaving has a much longer tradition in the region.
Given the use of polyester yarn, I'm inclined to believe this was being woven in Turkey, in the style of the northeastern Iranian/Persian rug traditions.
Rugs of comparable design, size, condition and age (mid/late 20th Century) have recently been selling at auction for comparatively nominal sums: even if in good condition, this would be unlikely to sell for more than $800.
Based on the photos and information provided, and subject to examination, this is:
A vintage Turkish made Mashad style polyester carpet
mid/late 20th Century
The ivory-colored ground with central 15-point foliate medallion, within a foliate border; cream-colored selvedges.
8 feet 2 inches by 9 feet 10 inches
CONDITION: This rug appears to be in generally good condition, commensurate to age and use. Value assumes no stains, odors, repairs or losses.
