This appears to be an Uchida Art reproduction print of the 1920s- 1950s after a japanese Ukiyo-e woodblock print by Torii Kiyonaga / Sekiguchi Shinsuke ( 鳥居 清長; 1752 – June 28, 1815). Uchida art is well known for reproductions prints, such prints usually sell for very modest prices on the secondary art market. There is no measurement for the sentimental value you might attach to the item.
