As you can imagine, works signed by JFK when he was a Senator are not nearly as valuable as those signed when he was President. Also, generally of more interest to collectors are documents that refer to either historically important events or personal matters - this appears to be some a professional correspondence of which there are likely dozens if not hundreds of such documents.
