The mark on the bottom has Victoria Austria I can make out letters CARS BAD . It measures 14.5 inches tall. It has hand painted flowers on one side. The other side is smooth porcelain. It has gold leaf trim on two handles. It does not have any chips or cracks

The presented object appears to be a porcelain vase by the manufacturer Victoria in the Austrian-Hungarian Empire with the measurements of 14.5 inches in height. It has a blue cobalt glaze, hand-painted flower motifs on the medallions on the side, and gilded handles. This vase was made around 1880/1890. The hallmark names the producer Victoria, the location Carlsbad (nowadays Karlovy Vary in the Czech Republik), and Austria.
This piece is in good condition and there is no serious damage visible in the images provided.
