Thank you for your appraisal inquiries with MeArto. This item appears to be a painting on porcelain after a painting by Guido Reni (Italian, 1575 - 1642) titled "Beatrice Cenci as Cumaean Sybil." The decorative item is set in a Victorian oval frame with a ribbon detail, dating to the turn-of-the-century.
If you are able to remove the plaque from the frame, I encourage you to look for hallmarks located to the verso of the plaque. Some German porcelain paintings can reach high auction records. Please let me know if you see any and I can update the estimation.

The red label does clearly read "München," attributing the work as German, late 19th - early 20th century. This may add about $100 or so to the high estimate.
This is possibly a KPM or Franz Xaver Thallmaier work. If you can peel the top label to reveal an artist attribution or see an incised inscription to the porcelain, the estimate may continue to rise.
