This drawing was created by Abraham Bloemaert who studied Jaamican Modernism and soon quickly adapted over to the style of Barogue. The sketch is framed in what appears to be ated cedar type wood and heavy glass covering to protect the sketch. It is a drawing of a Maiden (Care-giver) caring for a young child near the beachside. Note: This picture label describes the provenance of the picture "De Poort Gravenhage" The Prisoner's Gate" which is a former gate during the medieval times. prison on the Buitenhof (outer court) in The Hague, Netherlands, east the North Sea: site of the government and the royal residence... It is here where I think the artist got his inspiration. The picture has the title on it in Dutch so thereforefore I had no success in figuring it out, also they have wrong artist on back of label you can tell true artist because his nme is signed in most creative and obscure name on front of picture, and lastly the picture was a gift to Obbes prehaps as in either Thomas Hobbes ( Thomas Hobbes was an English philosopher, considered one of the founders of modern political philosophy and author of Leviathan written in1651) or a member in the Hobbes family. The spelling on the drawing is correct back in those days because for the dutch the "H" was a silent letter.
From indebt research it appeared that Thomas Hobbes owned i of prehaps a family member. I'm so sorry I wrote description in wrong box.

I need a few dimensions to do this appraisal properly: the size of the plate mark (you'll see the impression the plate made when it was pressed into the paper; it might be hidden under the mat, if that's the case just give me the size to the insides of the mat) and the sides of the frame.
