This is another Afghan rug; I would have thought it to have been made possibly as early as 1950 so unless you have documentation that it was made in the early 1990s, I think perhaps its better to say "second half 20th Century" to cover all bases..
Based on the photographs and information provided, and subject to examination, this is:

A Vintage Afghan wool prayer rug
second half 20th Century
in a palette of deep reds, browns, blacks and creams, the central field with two pointed medallions on a red ground, within a double intermediate border lined with a sawtooth border; with full fringed selvedges.
3'6" by 5'
PROVENANCE: purchased in Riyadh in circa 1997
