What does this mean?

Dear mark,

Your bell is impressive in size but I am not so happy about the quality of the carving. Its quite basic it is signed Gyokusai but I do not believe this is the famous 19th century artist whom also is known buy carvings of ivory Netsuke and Okimono. I believe you bell is made a little later in first half 20th century. I believe this bell is made for decorative purposes and not for ritual practice. My estimation is based on what I believe such a piece will make in an auction or salesroom.
