This looks like a charger or place plate to me, which would be about 12 inches (give or take an inch) in diameter. If the diameter is smaller than that by more than an inch, I will need to re-evaluate this so knowing the diameter is helpful to the appraised value.

made in Ohio, early 20th Century
Centering the transferred image of two ladies and a musician, surrounded by a broad magenta border with 22K gold overlay. Marked to the reverse.
