Considering the photographs, overall pattern, knot density and the colours, I concluded that this is a Frecnh Aubusson inspired Hand Knotted Chinese Rug from 1980-2000 period. Chinese weaving ateliers started weaving pieces that will resemble some Oriental and European rug types in as early as 1960's. In around 1980, these pieces started to dominate the market instead of pieces made in their actual origins. And these pieces were mostly purchased due to their cheaper prices. One of the most famous patterns of all Chinese European inspired carpets was Aubusson model.

Aubusson is originally a French carpet, a kind of tapestry to used on the floor but the weaving style is quite comparable to those of oriental pieces in some cases. Aubusson pieces are decorated mostly by floral patterns and additionally enriched by "fleur de lys", specific coat of arms or noble representations. But in inspired Chinese pieces only the floral design is adopted since this type was mass produced. They only changed the colour palette of the rugs but the design was either the same or very similar. Mass produced during 1980-2000 period, still being made today but in more pale and modern colours. Yours has a very nice turquoise base which makes it a particular interior design element. Although this piece were hand knotted they are not highly valued as oriental pieces because their design is not original or rare. Still, it is a hand crafted and valuable piece. Wool on wool technique, both the pile and the knots are made of wool material. These types are usually very fluffy and has a soft feeling. Some wool threads used to knot this piece were intentionally made longer to create the embossment effect which you referred as sculpted.
