The decanter is 12" tall including the stopper. The white dots appear to be under the red glass part. One can feel the indentations of the design. It looks like the white was done first and then the red was an overlay. No chips, cracks, or repairs except for the stopper. It has some wear which is noted in the picture. There is also an etching of a star (?) on each of the four sides of the stopper. It shows in the stopper picture. There are no markings on the bottom.
My mom who passed away in Feb. either bought this or inherited it. She loved pretty things and went to a lot of antique shops and estate sales. Her brother was the same way and left her all of his antiques when he died 12 years ago.
