Dear Itsik,
I am very sorry I could not solve the writing and identify a listed artist. It is a depiction of the god Neptun, a Nereid and some water monsters. It was probably made in the second half of the 16 or early 17th century in Germany. The artist name is Christian Schol?. The title was made by the artist but the additional text came later and is with another pencil. An estimation would be around 200 to 600 EUR.
