It is a wooden cabinet with a skeleton key that locks/unlocks the top and bottom portions. It seems to be hand-painted. I don't know who made the item but it is stamped "Made in Italy" two times on the back.

A vintage Georgian paint decorated bookcase cabinet
unattributed maker, made in Italy, mid/late 20th Century
In two sections, the upper with arched complex molded cornice over a grilled door opening to a shelved interior, the lower section with hinged fold-down slanted lid opening to an interior with painted writing surface, pigeon holes and short drawers, raised on three long drawers, all on short bracket feet. With painted landscape or foliate decoration throughout.
72 inches high, 24 inches wide, 15-1/2 inches deep
CONDITION: This bookcase cabinet appears to be in generally good condition.
