The urn measures 15" tall x 5" in diameter. No clue as to the year or makers mark.

I'm not finding that mark in any of the comprehensive porcelain marks books I have or databases I have access to, which suggests to me that it was made not early than the mid 20th century, for export out of France as suggested by the inscription HAND PAINTED MADE IN FRANCE.
Based on the photos and information provided, and subject to examination, this is:
A vintage French Rococo style hand-painted and gilt-metal mounted porcelain covered footed urn
mid 20th Century
Of baluster form the sloping floral painted cover with gilt pinecone or pineapple finial, scrolling gilt metal handles, the robins-egg blue body featuring a white decorative banding with floral swags and gilt accents, on a flaring circular foot on square plinth base. Marked underneath in underglaze blue HAND PAINTED MADE IN FRANCE with double opposing E's.
