I am not sure who it is made by. It is a solid wood dresser that appears to be hand painted. It does have some wear and damage specifically to the top.

One often sees this type of decoration on Italian - specifically Venetian - furniture from the 19th Century, though I don't think this is quite that old. If you're thinking of buying this, the $1,800 the dealer is asking for is a retail price, whereas the values Mearto provides are fair-market, for auction purposes. Similar painted chests that have sold recently have usually sold at auction for between $700 and $1,000, depending on condition (this is worth less because you identify the top as having damage).
