This form of seating furniture is called a back stool, because it is, essentially, a stool with a back. The black painting is called 'ebonizing' and was a very popular decorative treatment from the mid-late 19th Century through the 20th Century, when this was painted; the stool itself could be earlier but its very difficult to tell that one way or another without examining this in person.
