This appears to have some restoration, the table and chairs top seem to have been secured with new hardware. If you look closely to the photos of the underside of the table top you can see the holes I believe from the original hardware . The table top and chair seats are made of solid oak. The rod iron has a copper finish .

This table and chair set were probably originally covered with Formica over wood, which would have much more practical in an ice-cream parlor where furniture would have gotten sticky quite quickly and would have needed to be wiped down regularly without damaging the furniture.
There were several makers of this particular design so I can't make an attribution here but most ice-cream parlor sets of table and two chairs that come to auction in "as-is" condition sell for $100 or less. In restored condition, this set would likely realize between $75 and $150.
Based on the photos and information provided, and subject to examination, this is:

unattributed maker, probably American, mid 20th Century
one table and two chairs, with heart-shaped wire twisted backs and twisted legs. all with later oak surfaces
