This is a European vase made at the end of the 19th Century after Perry opened Japan and there was a crazy for all things Asian; its highly decorative but not terribly valuable in the current market, which is largely driven by porcelains made in China.
Based on the photographs and information provided, and subject to examination, this is:

A Chinoiserie decorated hand painted and parcel gilt and enamel porcelain baluster vase
The broad flaring rim with gilt trim over a delicate lattice-gilt neck, the body depicting on one side figures in a landscape, the other side with stylized gilt cartouche. Unmarked.
