What does this mean?

This is an antique early 20th century cast metal figural of a young boy holding a stick with two birds perched upon it while seemingly having a conversation with the birds. It is entitled Charmeur and was designed in 1900 by French sculptpr Auguste Louis Mathurin Moreau (1834-1917). This is more likely a spelter or pot metal with bronzed surface and not actually cast bronze metal. These were often converted to bases for electric lamps.
