There is a small surviving body of work made by a Mexican sculptor/potter by the name of Balbino Lucano (1892-1964) and this is comparable works by him, though I'm not sure if they're the same person or not.
Based on the photos and information provided, and subject to examination, this is:

CONDITION: This tile appears to be in generally good condition with minor surface wear commensurate to age and use.
