You have an Asian (probably Chinese, made for export) champleve enamel jardiniere, probably early 20th Century. You don't say what the size is (guessing 35-45 cm?) and assuming there isn't too much water damage to the inside or pitting/erosion on the outside, the value is approximately $100-150. If the size is considerably larger than that, the value could increase a little.
