Earlier Islamic (Persian, Egyptian, Syrian, etc) trays were circular/round; the rectangular form is one that was adopted following Western examples from the 18th Century on; the pictorial decoration is also in keeping with this dating.
Based on the photos and information provided, and subject to examination, this is:
An antique Persian tooled brass rectangular tray
18th or 19th Century
Centering a busy hunting or war scene within a stylized foliate medial border, the edge with shaped panels with calligraphic inscriptions. Unmarked.

It's simply a term meaning that the sheet of brass has been decoratively embellished, in the case of this tray with a hunting or war scene, foliate edging and calligraphic cartouches.
