There are two Tom Simms sculptors - one based in Jackson Hole, Wyo - about which there's a fair amount of information known, but comparatively little known about the one from Kuentze, Texas, though he was the one who carved the Gus Hooks sculpture displayed at the Museum of Hardin County. I can find no auction records - or gallery records - for the one in Texas.
If this is by THAT Tom Simms, valuations hinge on comparable sales of similar works by contemporary makers, giving this bronze a fair-market value of between $500 and $700.
