The plate has never been used so is in perfect condition, I do have doubts but I also have the feeling that it could be real Murano. The plate comes off the legs, the legs are ruby glass and the plate is very ornate with ruby glass included.
The plate is exactly 25 cm in diameter and the legs are 8 cm high

While the ruby colored glass is a good match to each other, the cake plate doesn't look Murano to me but the footed stand does, suggesting these may not have "started life out together," as we say in the trade.
Based on the photos and information provided, and subject to examination, this is:

Stand from Vetreria Murano, Italy, mid 20th Century
The circular plate with undulating ruby notched rim centering eight ruby lozenges to the sides and a rayed pattern to the base.
The circular-section foot with hatched patterning and three downscrolling feet. Together with Vetreria Murano card.
