Based on the information and photographs you've provided, this is a:
William and Mary style carved walnut (?) side chair, probably made in England, late 19th or early 20th century. The condition appears to be commensurate with age and use.
This type of chair would have been part of a larger set, probably made for a large hallway as it is not comfortable (ie, upholstered) enough for either a drawing/sitting/living room and is too imposing for a dining room. Sets of four or more are relatively rare in the market today while single chairs are considerably more common. Comparable single chairs are selling at auction in the $150-200 range.

As these are not period antiques, you will not devalue them if you strip and refinish them. In the photos you've provided of the one chair, the surface does not look that bad, and its a matter of your own personal preference whether for an antiqued finish (as they are in now) or something more shiny and new-looking. Perhaps a finish to complement the seat upholstery?
We have two of these and are planning to re-cover the bottoms. Would you recommend that we clean the existing wood finish and leave as is or strip and refinish? They are quite pretty to see......
