The lettering on his vest is still hard to read - and I think it's probably in a Scandinavian language - but the link is very helpful, thank you!

Based on the photos and information provided, and subject to examination, this is:
An antique painted cast iron figural bootjack
made by Bolinder, Stockholm, circa 1900
In the form of a man with his hands raised, raised lettering on his waistcoat that seem to read "HERRE / EXITUTRE / GARDEP," his knees slightly akimbo, with a protruding cuff from his back. Unsigned.
