I believe this is a late 19thC Bank Teller's stool for what was started as the Fidelity Cooperative Bank founded in 1888 in MA. It was made by Chandler and Co. Boston, MA. It's adjustable and measures 38" at its' highest point.

Made for Fidelity Cooperative Bank by Chandler & Co., Massachusetts, late 19th/early 20th Century
the shaped crest with relief carved decoration centering an elongated oval inscribed FIDELITY within acanthus leaves, on a stipple ground, raised on six knife-edge spindles, over a circular seat, raised on an adjustable ebonized iron column, on a circular plinth.
