What does this mean?

I lamp foot made around 1950 / 1960. Doesn't look very Chinese I think its a European / western maker. Decoration is not how Chinese / Japanese do things. Not even when made for export purposes. Wooden food is most likely Chinese though. It looks from the pictures there are cracks in the porcelain. If so the value is close to zero. Not very sought after in the market but for some, if not damaged, of decorative value.
