I believe the art is on a panel of some kind. It looks like it could be pencil art. I can't read the artist name though it is clear. The frame is wood. There is no glass on the front. The size is 12" W by 18" H. The frame is 3" wide in itself. The back has a light paper covering.
In mothers house and no history that my mother told me and she is gone now.

The presented object appears to be an offset print on cardboard with the measurements of 18 x 12 inches. This piece is a reprint after a drawing or painting by the artist Cydney Grossman (American, b. 1909) who was specialized in clowns in his art.
Artworks of this artist were recently offered and sold on the international and national auction market.
This piece is in bad condition and there are no serious damages visible.
An estimation would be between 0 to 20 USD.
This estimation is based on actual recent past recorded auction sales of comparables. Retail "asking prices" can be higher and vary.
