I have 2 small dogs on wheels. There are no bars between the legs and I don’t think they are supposed to have bars as there are no holes like they are missing. The wheels are sewn to the outside of each paw. The bottoms of the paws are leather looking. Red bow around the neck. They are white “fuzzy type” material and a bushy tail.
Bought at an antique store.

You don't say if there is something that a rope or chain-type thing might have attached to that would make these pull toys; it likely would not affect the value but if it has that I should note in the condition that its lacking a pulling implement.
