I've never seen one of these before, and only a couple of Chiyoloid toys have come to market in the past decade; all have been estimated $400-600 and all have sold within or slightly above that value. The worn (chewed?) packaging detracts a little from the value.
Based on the photos and information provided, and subject to examination, this is:

A vintage Chiyoloid "Poly Gorund" Windup celluloid toy
pre World War II
A towering multi-part wind-up toy, with original packaging inscribed "Christmas 1933 / Cart from Jekla Melzer(?)
10 inches tall
CONDITION: toy appears to be all-original and is reported to be in working condition. Original packaging with wear and some losses.
