Hi Bret,
Thank you for contacting Mearto with your appraisal inquiry.
I'm very familiar with the chairs made by EB Tracy and that is not his mark - I'm not sure whose mark it belongs to but it's much later (late 19th/early 20th Century) than the chairs he made (late 18th/early 19th Century), and in another style completely. It's a lovely chair; however, on its own, it's not terribly valuable, I'm sorry to say.
Based on the photos and information provided, and subject to examination, this is:
An English Arts & Crafts / Aesthetic Movement Windsor side chair
English, late 19th/early 20th Century
With pointed arched back pierced at the crest with a trefoil, a shaped back raised on four spindles, a continuous back extending to shaped terminals raised on spindles and turned supports, the shaped saddle seat raised on four turned and tapering legs joined by an H-stretcher. Marked with a circular mark (underneath?)
42 inches overall height, 29 inches wide, 17 inches deep
CONDITION: Not examined in person but appears to be in good condition with wear commensurate to age and use.
$100-150*
