What a cool coat - very hip-hop! I would not be surprised if this was custom made for a hip hop artist - you might want to take it to a local furrier (someone who deals in real fur coats) to confirm that this is in fact fake fur and not real fur. Unfortunately, the design isn't one I recognize enough to pin a designer attribution on.

The audience for this will be narrow, with the fur/fake fur market being already soft for most coats that aren't by a known maker and/or have provenance to a prominent/notorious rapper.

As a novelty garment - and without knowing more about "Town Brothers" or who made it - this would likely do well at auction with a fair market estimate of $1,000-2,000.
