While the red chopmark is largely indecipherable, the fact that it says - in English - "HAND PAINTED" suggests that this vase was created fairly recently and for export to a Western audience, giving it a value that's based more on its appearance and decorative merit than one influenced by its historical importance. And it certainly has all the decorative bells and whistles one might want in an Asian vase!
Based on the photos and information provided, and subject to examination, this is:
A vintage Chinese export porcelain parcel gilt hand-painted vase
made in China for the export market, 20th Century
Of circular section and baluster form with flaring rim, tall parcel gilt neck with flowers and cross-hatching, the body divided into decorative bands with scrolls, flourishes and floral elements in red, blue, green and black on a white ground, marked with an iron-red chopmark to the underside, on a carved wooden base.
29-1/2 inches high;
CONDITION: This vase appears to be in good condition; value assumes no chips, breaks, repairs or losses.
