What does this mean?

This appears to be a decorative photogravure print after a painting by Marcus Stone (1840-1921) titled "the peacemaker" in a very decorative wood and gesso frame. Stone was trained by his father Frank Stone and began exhibiting a the Royal Academy before he was eighteen. His later paintings mainly center around human emotions, e.g love in all its shades of colours. The print and original frame in your possession date to the late 19th century.
