This would not originally have been on the floor but most likely would have been over a fireplace mantel
The "plaster" you are seeing is "gesso," which was a common layer on which to add paint, gilding or other kinds of decoration.

The rectangular mirror frame surmounted by an arched crest inset with a Wedgwood style bisque porcelain medallion with figures, two turned finials, the mirror plate divided with relief-carved and giltwood figures in the upper reserve. With beveled glass in the frame. Unlabeled.
