The doll is in a box 19 1/2 inches by 10 1/2 inches. The box has never been opened and the doll is in perfect condition. She looks like a flamenco dancer wearing a red dress with ruffles on the bottom of the sleeves and the bottom of the dress. The doll has long black hair that is styled with curls on the side of her head and on top. She has a big red bow in her hair.
I won it in a lottery. Not sure who had it before me.

Your doll was made by Brass key inc. This Dancing through the centuries doll was made in 1999. It is the doll that is called Tango. Mass produced porcelain dolls rarely have value beyond their purchase price even when kept in excellent shape.
Normally these companies produced dolls in lots of 1000 and upwards. The market value for such dolls has declined in the past few years.
The estimate provided is for a well-advertised specialised online toys auction, where I believe the doll has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to the doll. Retail "asking prices" can be higher and vary.
