I was told that it was taken by the communist in the 60s and returned to rightful owners in the 90s where it was sold in an estate sale and I bought it from Bulgaria from the person who purchased it from the estate sale.
Based on the signature, this is a work by Kees (Cornelis Theodorus Maria) Van Dongen (1877 - 1968). He was a Dutch painter known for fauve and expressionist painting-aristocratic portraits. This assessment does not serve as an authentication of this being an actual work by Kees Van Dongen. Based on the style of the hat the woman is wearing, the work should date to the 1920s - 1930s.
