I was told that it was taken by the communist in the 60s and returned to rightful owners in the 90s where it was sold in an estate sale and I bought it from Bulgaria from the person who purchased it from the estate sale.

Based on the signature, this is a work by Kees (Cornelis Theodorus Maria) Van Dongen (1877 - 1968). He was a Dutch painter known for fauve and expressionist painting-aristocratic portraits.
