The frame is 20 by 24 inches, handmade of wood.
My father was a photographer in Texas and received the painting as payment for some work he did for a client. The frame is quite old, he was told from the 1800's. I do not know any specifics of family names etc unfortunately. Victoria O'Quigley is the artist, the painting is a trainer she did of a very famous art piece.

Victoria O'Quigley isn't a listed artist, and doesn't have any previous auction records but there have been several copies of Thomas Sully's "The Torn Hat," which is at the MFA Boston, that have been sold at auction in recent years between $50-150 upon which my valuation is based.
