Thank you for contacting Mearto with your appraisal inquiry.
You have a copper relief panel of William Randolf Hearst, by German-American artist, Henry Van Wolf (1898-1982). The label on the verso states that this was exhibited in 1949, at the Los Angeles City Art Exhibition, which I can confirm, Van Wolf was a participant. Van Wolf settled in California and founded the Valley Artists Guild.
There is a lot of information available about the artist, but not much of his work appears on the secondary, or auction, market. Some of his major commissions were for statues, which are "in situ." His most valuable auction record to date is for a large bronze figural group, which has an inherent decorative value. I am not as confident that someone would be willing to pay four-figures for a depiction of W.R. Hearst.
Please let me know if you have any additional questions. I'm happy to help.
