Decorators have been fascinated with Hot Air Balloons since brothers Joseph-Michel and Jacques-Étienne Montgolfier demonstrated the first flight (unmanned) in 1783 (the first manned flight was later that year).
The hot air balloon has become a charming and whimsical decorative motif, symbolizing adventure, freedom, and nostalgia. Most of the hot air balloon chandeliers on the market are painted tin, or tole, and have been made from the early 19th Century, though from the photos, it looks like yours is early Century. Most that are offered at auction these days sell for between $400-800; those with more arms or tiers of arms bring the higher amount, or exceed it.

CONDITION: This chandelier appears to be in good condition with minor paint chips commensurate to age and use.
