My mom is Peruvian and was gifted this from a friend who was an archeologist in Lima. He would do visits to Cusco to practice. I would like to know what this is

The weave on this textile is not fine enough to be ancient - it's most likely a 20th Century piece but certainly done in the tradition of earlier Peruvian (and Incan) weavers. As a more modern piece, it has a fair market value of $200-300, considering the two significant losses.
Based on the photos and information provided, and subject to examination, this is:
A vintage Peruvian black and white alpaca wool weaving
Cusco, Peru, 20th Century
Stepped 8-point stars on white grounds within diamond borders, black and white edging at each ends, mounted in a shadowbox frame.
16 by 19 inches
CONDITION: With wear and staining commensurate to age, including two large tears/losses.
